PURPOSE:
The purpose of the Human Resources Division is to develop, implement and maintain policies and program services that ensure the successful recruitment, employment, retention and wellbeing of a diverse, well qualified workforce to support our program partners and employees. The purpose of the Benefits team is to develop, implement and maintain plans, programs and services to help promote and protect the physical, emotional and financial wellbeing of employees and their dependents.
POSITION OVERVIEW:
The Jewish Board is seeking a collegial, innovative, solution-oriented Director of Benefits to join our HR team. In this role you will work in close partnership with internal HR staff and cross functional teams as well as external service providers to develop, launch, and administer programs to meet the complexities of a changing regulatory environment and to meet the dynamic needs of a rapidly growing employee base. The Director of Benefits is responsible for maintaining a high level of employee satisfaction by proactively identifying potential problems and quickly resolving issues. The ideal candidate is also an analytical thinker who enjoys working with data and knows what it takes to succeed in a high-growth, complex non-profit organization.
KEY ESSENTIAL FUNCTIONS:
Planning and Analysis:
• Plan and conduct annual open enrollments including new or changed benefits
• Plan and implement benefits conversion; prepare management reports
• Interface with brokers on plan changes, improvements, and to resolve any issues
• Support and develop existing wellness programs and policies to build a positive and appealing company culture that will enhance employee engagement and support productivity.
• Advise staff on Tax Deferred Annuity (TDA) options and annual maximums
• Prepare census information for renewals and new quotes
• Develop benefit’s information content handouts booklets and forms
• Maintains all benefit, leave, and workers compensation reporting required by law (i.e. ACA, OSHA, etc.); Ensures it is accurately completed and submitted on time per law and policy.
Retirement Plans:
• Enroll participants in retiree benefits
• Provide information on retiree benefits to interested staff
• Ensure that Accounts Payable has appropriate information to process Medicare Part B eligible reimbursements
• Obtain annual update from pension benefit information on retirees
• Maintain records, enrollment, and updates for executive benefits plans
• Prepare annual FAS 106 valuation information
• Oversee 5500 reporting
• Educate staff members on pension benefits and contributions (union and non-union staff)
• Distribute annual pension statements to participants
Benefit Operations:
• Manage interface with HR Business Partners regarding leave of absence process and exit COBRA processing
• Establish key performance indicators to track the effectiveness of benefit programs including claims experience monitoring, employee satisfaction/engagement with benefits, compliance audit outcomes
• Develop and implement a high touch communication and training programs on benefits and perks for all employees to promote understanding and effective utilization of programs.
• Process payroll information: medical, dental, TDA, voluntary benefits, pension
• Supervise Benefits team in the following areas: benefits enrollment, changes and terminations to plans, communication to staff on benefits changes
• Respond to outreach regarding: benefits information, problems with carriers, and payroll corrections
• Prepare Medicare match for Centers for Medicare and Medicaid Services (CMS)
• Review and approve billing for all benefits
• Develop and produce self-bills for a variety of life and long-term disability plans
• Stay abreast of benefit trends and Government legislation
• Implement changes triggered by Government requirements
• Present benefits information to new staff at scheduled orientation sessions

EDUCATIONAL/TRAINING REQUIRED:
• Minimum education level of a BA in a related discipline, advanced degree preferred
• CEBS preferred; SHRM-CP or SHRM-SCP also beneficial
EXPERIENCE REQUIRED/LANGUAGE PREFERENCE:
• Extensive knowledge of the ACA regulations and self-insured products
• 5+ years’ experience in employee benefits administration
• Strong attention to detail and the ability to meet deadlines is critical
• Excellent written and interpersonal communication skills
• Ability to make sound judgments regarding the implementation of routine operational issues
COMPUTER SKILLS REQUIRED:
• Advanced experience with spreadsheet packages; Excel preferred
• Experience with HRIS systems required, Dayforce preferred.
VISUAL AND MANUAL DEXTERITY:
• The candidate should be able to read documents for analytical purposes such as computer information, software, computer graphic design programs, etc.
• Limited applications of manual dexterity and hand-eye coordination.
WORK ENVIRONMENT/PHYSICAL EFFORT:
• The work environment involves no physical risk or hazardous conditions.
• To perform the essential functions of this job, the candidate is routinely required to sit (75% of the time) and stand (25% of the time)
• This role is a hybrid position with some work from home and some need to work from an office location.
